Provides leadership and support in the design and implementation of academic technology for online, hybrid, blended, enhanced and face-to-face courses. Oversees instruction and curriculum design in e-learning projects, training programs, annual conferences and support services for faculty and staff using technology to improve academic functions throughout the institution.
Essential Duties and Responsibilities

- Directs the strategic planning and college-wide instructional technology and distance education initiatives through the E-Learning Committee.
- Recommends, develops, and implements appropriate guidelines related to e-learning through the Manual for E-Learning at PHSC.
- Manages the preparation of long-range plans and budgets needed to facilitate distance learning functions.
- Oversees instruction and curriculum design in e-learning projects, training programs, and support services for faculty and staff using technology to improve academic functions throughout the institution.
- Consults with faculty and staff to identify, research, analyze, and evaluate new instructional technologies for potential applications to enhance learning outcomes.
- Supports faculty with the maintenance of their online courses and works collaboratively with the Academic Deans in online course development and implementation.
- Serves as a mentor and resource in the design of technology-based instructional delivery systems such as interactive e-learning, multimedia, and instructional videos and materials.
- Facilitates the design, development, implementation, and evaluation of instructional technology systems and hardware.
- Collaborates with all college stakeholders in identifying new markets in distance learning and other technology-related delivery systems, materials, and equipment; makes recommendations regarding the use and purchase of such resources; ensures the appropriate interfacing of technology with instructional delivery.
- Directs the adaption of courses/curricula for alternative delivery systems; ensures that such courses/curricula comply with all college, state, and federal policies (i.e. accreditation requirements, Americans with Disabilities Act (ADA), copyright laws, etc.) relating to e-learning and distance education.
- Facilitates the planning, coordination and implementation of special workshops and conferences in the use of instructional technologies for faculty and staff; arranges and schedules demonstrations and workshops by vendors that focus on new technologies.
- Provides leadership to and oversight of the Office of E-Learning and Instructional Technology, including the supervision and evaluation of all E-Learning and Instructional Technology staff.
- Serves as the College’s representative on the statewide distance learning council.
- Serves on other committees as assigned.
- Performs all other duties as assigned.
Minimum Requirements

Education Requirements/Qualifications
Master's degree from regionally accredited institution.
Degree must be in instructional or educational technology, curriculum and instruction, computer science or related field.
Knowledge, Skills, and Abilities
- Must have a minimum of six (6) years’ experience in instructional design, computer-based training, course development and instruction with six (6) years of project management experience.
- Knowledge of current academic technologies; instructional technologies; authoring languages and systems; instructional design techniques and procedures.
- Strong background in curriculum development, multimedia production, distance learning technologies and web design.
- Higher education experience in distance learning or technology-enhanced courses, including blended and/or online courses.
- Demonstrated experience in management and supervision.
- Understanding and support of the teaching/learning processes and the needs of students and faculty.
- Strong verbal, written, and interpersonal communication and organizational skills.
